A D V E R T I S E M E N T F O R B I D S Notice is hereby given that separate and sealed proposals will be received by the Borough of Wilkinsburg, 605 Ross Avenue; Pittsburgh, PA 15221, until 11:00 AM, prevailing time, on March 6, 2017. Sealed proposals will be received from 9:00 AM to 3:00 PM daily. Proposal must be clearly marked with the name of the project as it appears below. Bids will be opened and read immediately thereafter for the following project: CD 39 Hosanna House Area Demolition, Phase II Copies of Information for Bidders, Contract, Form of Proposal and Bid Forms, Plans and Specifications may be examined or obtained for bidding purposes from GLENN ENGINEERING & ASSOCIATES, LTD., 14920 Lincoln Highway (Route 30), North Huntingdon, PA 15642. Copies of the above documents may be obtained with a check or money order deposit (non-refundable) made payable to Glenn Engineering & Associates, Ltd. in the amount of Sixty Dollars ($60.00). Requests for mailing will be honored with an additional fee of Eight Dollars ($8.00). No documents will be issued within 48 business hours of the scheduled bid opening. A MANDATORY PREBID MEETING WILL BE HELD ON 2/21/17 @ 11:00 AM AT THE WILKINSBURG BOROUGH BUILDING. ALL PROSPECTIVE BIDDERS MUST BE IN ATTENDANCE IN ORDER TO SUBMIT A BID. "Compliance is required with Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 - 1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled Federal General Conditions that is included with the bid materials furnished, these Federal General Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s)." All bidders must submit a bid bond in the form of a certified check, bank cashier's check, or other form of negotiable instrument which is guaranteed by a commercial bank. Bid bond must be drawn to the order of the Borough of Wilkinsburg in the sum of 10% of the total bid and must be submitted with the proposal. The Borough of Wilkinsburg reserves the right to accept or reject any form of a bid bond which, in the sole opinion of the Borough of Wilkinsburg, does not provide sufficient security for the bid. The Borough of Wilkinsburg reserves the right to reject any or all bids, or any portion of any bid, waiver informality or irregularity of any bid or in the bidding and/or negotiate with the receipt of bids. The Borough of Wilkinsburg reserves the right to increase or decrease any of all quantities. No bid will be accepted after the time herein specified whether or not the bidder has a time other than the official. No bid may be withdrawn for a period of sixty (60) days once filed with the Borough of Wilkinsburg. Donald Henderson Borough Manager
